Fortunately we did not need to exchange the NIC after all, as after much troubleshooting our network team found a software fix for the issue. They just needed to adjust some NIC and kernel parameters. We apologize once again for any inconvenience while we debugged the issue.

We are seeing some networking issues with very slow upload speeds on a newly activated system. Unfortunately we need to bring the system down for about 10-20 minutes as we want to try and exchange the network card in the system. We apologize for the inconvenience, especially since this is a system where we recently migrated customers over in order to bring a hopefully more stable experience.
